Some RGP lenses are shipped in a non-sterile saline/buffered solution. Others are shipped dry, since RGP lens material (unlike soft lenses) generally does not contain any water.
The optician usually will check the dry shipped lens and then put it into a soaking solution for a few hours to wet the lens properly before supplying it to you.
I think the way the lenses are manufactured varies, but if they are cast, they would presumably be given a quick polish and it's this mild abrasive compound that is being referred to. Double cleaning I guess is just giving the lenses a second clean to ensure all this polishing compound is removed before you wear them for the first time.
I think the Boston lens cleaning solution usually contains a mild polishing compound. Don't use this on other manufacturers RGP lenses, especially if they have a plasma coating to improve the hydrophilic properties, or the lens will be ruined.
